The executioner messed up his calculations. For his weight, a shorter drop should have been used. The drop was too high and so instead of just breaking his neck the fall gave Saddam's half brother too much momentum and so his head was severed.

Two things. Miscalculations from the executioner. The other reason is that Saddam's halfbrother was fighting against cancer which has weaked his musclestrenght, which include the muscles in his neck. Weakened muscles tear easier than healthy strong muscles.

It was a botched job.They couldn't even tie the rope properly.
I don't understand the dark interest in these executions.
There is an unhealthy obsession abroad.

the noose was positioned incorrectly along with a few other variables such as rope lenght and Speed of falling.
