I've been wondering the same thing..Brandon Funston mentioned on his last "Big Board" post "mid-February" but didn't bother giving an exact date...last year it was Feb. 2nd. I don't know what the hold up is this time around but it would be nice if Yahoo could get up to speed with providing an exact date.

You could go to the Yahoo fantasy baseball page and request an alert to notify you by e-mail. You could also click on the Help bar in the upper right corner of the baseball page then click on "sign up and registration" followed by "getting started" to find out but it has yet to be updated since the 2006 seaon, although according to the fantasy baseball front page...the entire fantasy baseball website was updated Feb 2nd...so there is hope that it's soon.

The lack of information is really annoying me too.

delusion domicile Mock Draft web page posts this thoughts as a contact. "we are sorry, yet mock drafts are closed for the season. Please examine lower back in February to prepare delusion Baseball drafts!" Mock drafts do not open till the hot season is open on yahoo, so early February sounds like the time table for delusion Baseball.

I contacted Yahoo and they emailed back and said that there is no set date as of yet.

Also, I saw that you asked about seeing your team from last year. If you go into your Fantasy Profile you can view your team from last year.
Give it a try.
