Many birds can swim on the surface and fly as well. Fewer species can fly and swim under water using their wings for propulsion in both air and water.
The birds that do this the best are the auks, the Alcidae. This is a group of northern hemisphere birds that includes the puffins, razorbills, auklets, guillemots. murres and murrelets.

Parrots do not show a great deal of swimming ability, but penguins don't fly very well. So it would have to be ducks, geese, swans, maybe the albatross and various seagulls . Black swan of Australia - cygnus atratus

There sure is. The classic example is the cormorant. Phalacrocoracidae family of birds is represented by 38 species of cormorants and shags. A common species of cormorant is Phalacrocorax carbo.
They are still being used in parts of Asia to catch fish.
