unlike baseball, where there are luxury taxes for spending over a certain amout, NFL teams are not allowed to go over the cap. Makes for even teams and less dynasties, as you saw in the 60's, 70's and 80's.

No. That is part of why teams that make the playoffs or Super Bowl often end up losing a lot of good players.
