Many thefts must be caused by extreme poverty. Raise the standard of living for the poor and much theft might disappear. Certainly not all of it. Even rich people steal when given the chance. It might help too if society was more concerned with moral standards and less with consumerism.

People only steal because they know that they will never have to face the full weight of the consequences of those actions. They know that in the end they can always beat the system. I would like to first note that jail time serves no useful purpose in fixing the problems created by criminals, and that the very act of cleaning-up one's own messes is the most powerful method of reforming criminals.
It is most important, therefore, that people to feel the full weight and power of this real justice of complete restitution, and not this arbitrary system which we have established and call our law. As criminals are held responsible for complete monetary restitution, they must quickly accept that their punishment is just and true, instead of dismissing it as an arbitrary, politically-motivated, ignorant society's judgment.
We need to get away from trying to assign monetary damages to non-monetary damages such as emotional grief/pain/hardship, etc, and start assign monetary damages to risk (as is the practice of insurance companies), and then ensure that all monies collected from such assessments are directed to the damages for which they were respectively assessed. Furthermore, the cost of government in establishing this restitution of damages must also be assessed as part of the damages. Damages of risk are calculated by the average cost of the realized consequences of irresponsibility times the risk (percent chance) of occurence. Damages of murder include the full salary and benefits of the victim to his family for the rest of his expected life until natural death (according to the assessment of his doctors). Damages of pregnancy out of wedlock include child support and college funds while the child is a minor. Damages should be assessed without consideration for insurance, and should also be in no way considered as a form of insurance nor in the calculations for insurance claims payouts.
As a bonus, I advocate the advancement of bio-ID for ease in the identification of criminals, with the strictest safeguards on privacy.
In conclusion, criminals harm others because it makes them feel so much more powerful than them. The ultimate lesson and act of justice is then to place them as servants to their victims (reverse the condescension) in cleaning up the mess without pretending to be able to fix irreparable or non-monetary damages.

The theft is a concept. All of us have indulged in one theft or other. The biggest case is what nature/god has made is for mankind resulting in theft of resources for mankind. We have been stealing these resourcs for our use since man was born depriving the equal owners of these i.e other living beings.
Now comes case of one deprived man/men stealing form somebody other/s, who has/ve more vigorously utilised these resources for his benefit.
The rest are petty thefts which I think are occupying most of your mind.
Forget it. Solve the bigger thefts first.

I like the old Arabic law. Eye for eye! If someone steals cut off the hand that stole. It worked very well. Much better than a luxury life in our present day jails.

God could just change humans so they are all honest. Of course, a lot of churches said to be for His benefit would probably not get a lot more money coming in.
And, remember, animals and plants also steal.
