Well if I was mediating you'd definitely be paying for the water. Your neighbour can't help snoring, what on earth do you expect the landlord to do about it. You could play quiet music to drown out the noise. Speaking from personal experience you get used to the sound of snoring very quickly anyway unless you are determined to make an issue out of it. How much water costs depends on where you live. Where I live the more you use the more expensive it gets. I think it starts at 32 cents per cubic litre but I can't remember exactly but goes up quite dramatically if you use a lot. Sorry but I think you are deliberately being bloody minded in order to punish your landlord for some imagined offence by causing him to have a huge water bill. If you end up paying it you have only yourself to blame.

What a coincedence! I keep ALL my TVS on all night to drown out my ingnorant neighbor with the shower on all night.
Wow. Have you ever heard of WASTING WATER. If that's not the most blatant waste of resource. Do you know that many developing countries do not have acess to drinking WATER! Nevermind the ability to waste it.

You should be ashamed for westing valuable and scarcy resourse of water, apart from the fact that you put your landlord into unneccessary expenses. In the final analyses, it is YOU who could suffer from the shortage of water.
You could find many better ways of dealing with your snoring neighbours. One thing is talking with them; closing your windows, asking them to close their windows; playing music alloud; advising them to go to see a doctor and get some advice on how to avoid snoring; discuss it with their spouses on best ways and means of reducing or stoping snoring (they are too disturbed), etc., etc.

omg.. why would you do that when most of the country is in a drought.. That is wasting water.. I hope you land lord fines you for using so much water ... Many but head phones or put the t.v on..

Please please don't do that.Water is so very precious that it is found that the 3rd World War will be for water.In that case we should conserve water .To avoid your neighbour's snoar you talk to them about it calmly but wasting water does not stop them from snoaring.Many people wait for weeks to get drinking water.So you please see what other ways you can stop them from snoaring like they can sleep in a different room.DO NOT WASTE WATER.PLEASE......

Check the landlord's waterbill. If it exceeds more than what you can afford, stop. Because when the landlord sees you, you might pay the waterbill.
