Here in Cardiff Wales United Kingdom,we have a very well known world wide children's toy store, and I noticed when I last had to go in there(I only go in there as a last resort)to get my nephew a birthday present,it was that not only the most unchild friendly store I been to,and it was more like a ware house than a toy store, but the worse thing I saw, was only one check out was open, all the rest where closed off with a electronic gate with a sign "EMERGENCY EXIT",and behind the gates on each closed check out was about twenty/thirty shopping trollies/carts. surely this is breaking health and safety laws as all emergency exits have to be clear. is there anything I can do about it?

I wonder if this is the same in other chains of this well know childrens toy store?

It all depends on what the sign for emergency exit was. There are specific signs that show official emergency exits - the Green one with a running man symbol and an arrow if a direction is needed

Other signs are there as a courtesy, I suspect that the ones you described on the barrier are not the offical ones and therefore dont have to legally kept clear, and the required exits for the store would be OK. This is more likely to let you know to use that lane only in an emergency if it is free.

Having said that, you might want to ask the store manager next time you are in if you are concerned, and if he is indifferent check with the local fire brigade if they have done a safety check on the store and what their findings are - Im sure they will tell you if you tell them your concerns

But no, I suspect what you described arnt the recognised and enforcable exit signs

It depends on the building code, but generally blocking an exit creates a violation of a "path of travel" - a violation of life safety codes. The fire marshal and or building official enforce the building codes.

Yes, it is against the law to block off emergency exits. It is a firecoad violation. You should call your local fire chief or whatever your equivalent is in Britain.

I believe blocking an emergency exit is illegal. You could report it to the local Police (ringing the station telephone number, not 999) or the local Council.

Yes it's illegal and you should report it to the fire brigade. They can perform an inspection and issue an order to have the exits cleared.

Contact your local fire department right away. They cant and should not be allowed to do that. It is a public safety hazard.
