Find some land that is not within another country's borders (or be prepared to fight a war as no country is going to let you have your country within their country).
Get some people to move there with you.
Set up whatever sort of government you think will work for your country (include whatever laws you think are necessary and a way of financially supporting the government and it's works).
Build your economy starting with a monetary system and then a foreign trade policy.

You would have an easier time forming your own religion than forming your own sovereign country. Unless you plan to form this country in space, or are planning a takeover of an existing country, it would be dubious that you could form a new country within the confines of the existing Geo-political boundaries. Without fermenting a revolution, the age of exploration is over, and the world now lacks unclaimed territory. However a new religion offers you the opportunity to gain tremendous wealth and power. You might have better luck going in that direction. Good luck.

You must be very rich...first thing you should consider is that the act of buying any piece of property, limits the sovereign nature of the property...says so on the deed.

The only ways around that, is to discover, and conquer your own continent, and be prepared to defend it against anybody else who wants it. This may prove rather difficult, as the whole world has been satellite imaged, and mapped, and I doubt if anything has been missed.

This last choice may be rather difficult, but you can always invade and conquer an existing country. This has been tried as well, and rarely leads to either success, or a long life. Good luck with that...but if you are on a more limited budget, then you may want to head to Key West...every year, they secede from the United States...weather is great, they have a Navy, and you can join in the activities.

Unless you'd find an undiscovered island with a sustainable habitat and start growing you're community there, it is nearly impossible to form a sovereign state nowadays with all the established nations around.

Here's another possibility:
Gather supporters, make yourself known to the people of a certain locality, oppose the government, create a sense of nationalism among your followers, then prepare yourself for possible long civil war with you leading the separatists.
If you win then hopefully you'll establish your own sovereign state.

*Note: Don't do this at a country with a strong army.

2,. Have a majority population who recognize you in democracy as the president or leader. Be neat and clean in the ballots.
3.- Have a constitution and laws with definite rules to command the state.
4.- Have at least three representative sections with power to issue and approve laws, other to execute laws and the last a judicial organization
5.- Planing and execute demanding programs for education, medical and security. Exhort the people to the education, to the work and respect to the law.
6: Have a political team of ministers to share the responsibilities of the Establishment
7.- Have and motive the people to the creativity of reliable sources for economical support
8.- Have a group of ambassadors in foreign countries with power enough to represent you, your government, your policies and commercial relationships.
9.- Have politic rules of democracy and respect to the people will, let and help the people to be economical independent.
10.- Have an infrastructure able to generate at least 85% of the IBP
11.- Have policies for healthy administration of resources
12.- Have an internal infrastructure capable to support all expenses.
13.- Give freedom to the people to grow through the work in any legal activity
14.- Respect the right of the free expression and listen carefully what people say.
15.- To exhort and promote the people to reach the highest possible living standard
16.- Let the people freedom to perform national or international commercial interchange, .
19.- Organize your territory in managable áreas, with governors on each of them.
20.- And mainly fulfill what you promise. Governing alone convert you in a dictator.Don't lie to your people. Don't fall into corruption.
21.- Let the people express their ideas freely, in the mark of mutual respect.
If you do this, surely will be reelected. To be a president is difficult, may be is the hardest roll a man could develop in the society that is the reason most of them fail.
