Usually your IP is controlled by your ISP. You need to talk to them. They will tell you how to change the IP on their network. It is different for each one. With some, it changes every time you connect With others, it is permanent unless they change it. It is determined by a TTL setting (Time To Live).

So, yes, contact them.... (You got it right!!!)

Tiscali have dynamic IP addresses that change each time you connect. Below is an extract from their website. A quick check would be to try it! check your ip at each connection.

Dynamic IP address
Originally all Internet Protocol addresses were static, but with the growth of the internet it soon became clear there wouldn't be enough to go around. A dynamic IP address changes every time you connect to the internet. Tiscali has a wide range of dynamic IP addresses from which you will be allocated on making a Broadband connection.

You can have your IP changed, if you call your ISP- they might give you **** about it or charge you a little bit of money but it can be done. Your ISP doesn't decide when to give you a new IP. Static IP's change everytime so in your case with a dynamic IP, the DHCP server has a set lease time for IP addresses. When your lease time is up your modem requests a renewal of an IP address. If you are behind a router you can change the dynamic IP pool, or just assign static IP addresses..

Your IP address will change automatically when your ISP decide to change it. There's very little you can do about this but the TTL (Time To Live) on most ISP IP addresses is measured in hours rather than weeks.

Yes, your ISP decides the method of IP distribution. If you have a fixed IP, they will need give consent so you can change it. If they have dynamic IP distribution, your IP is likely to change periodically anyway.
