Your heating system works by cycling hot coolant through a small radiator inside the car called a heater core. It's shot and leaking. Stop-leak wont work. Replace it.

While I am not aware of the vehicle type, it sounds as if you have either a faulty heater hose under your dash, or the heater coil has corroded through. Some vehicles are prone to these problems. Corrosion inhibitors slow this problem, but some vehicles still suffer from it, and all eventually suffer from age.
The reason for the steam is that the water level has become very low due to the leakage problem, and allowed your vehicle to overheat dramatically (boiled). Refilling the water/coolant in the radiator system will only end up leaking out again, resulting in boiling and steam again.
You need to take your vehicle to a garage/radiator service to have your system checked thoroughly, and repaired before you cause serious damage to the motor, or even transmission in some cases, as both do not like being overheated.

Your heater core under the dash needs replacing. You can jump over the heater core by disconnecting the two heater core hoses from the firewall and reconnecting them directly together with a short piece of pipe and hose clamps available from an auto parts store. That will allow you to continue to drive the car and prevent any more coolant from leaking into the passenger compartment. Of course you won't have any heat until you get the heater core replaced which might be about a $400 job for many cars.

Get the motorcar to a restore save. Overheating the engine is lack of life to an engine. The hiss is because there is not any fluid (water) left to go back out. Get it repaired promptly. when you're fortunate you'll in hardship-free words decide on a clean hose. as quickly by using the indisputable fact that is repaired change the oil promptly too.

Your heater core needs replacing. Take your care to a mechanic ASAP as you can do damage to the engine running it low on water (which will cause it to overheat)
