That refers to "anybody," really. If you say that any tom, dic, or harry can do something, you're saying that anyone can do it.

Tom, Dick, and Harry are very common names. It basically means that just about anyone can do whatever it is that "Any Tom Dick and Harry" are said to be able to do.
