Not if you know some basic programming. PLUS there are lots of online examples. Google
javascript source
and you should find some places to get mouseovers, pull down menus, etc.
The best way to learn is to find a page that does what you want, view source, and see how it did it. Experimenting in JS is cheap and you can't destroy anything!

Javascript is a relatively easy language to learn. It has few commands and an easy syntax. However, it is also a very limited language. Other then adding some effects to a web page, you can not do much with javascript.
But it is a good language to start with to learn some programing principles. You can advance from it to other, more powerful, languages.
