which college in oxford and cambridge respectively would be best for doing a Phd in History.?

I would like to know what are the best college(s) in Oxford University and Cambridge University respectively would be best for someone who intends to do a doctoral thesis on the History of the Near East and/or the Middle East in the first half of the 19th century.

I would check up on what the fellows at each college specialize as this is more important at a graduate level. PS oxford awards D.Phils not PhDs.
