This seems to be a very gray area because it can be argued that we ALL "use" each other to some degree. Thoughts?

You are definitely right. People use other people in a a broader view of interdependence. By the way I am comprehending your question, you are pointing out at the people who use other people for something else. I can't ddefine the term technically but I can give you my idea.
people who 'use' other people are more often than not the people who are foreseeing gain, benefit and progress emotionally, physically,socially, psychologically whatever the case may be for themselves solely but not for the other party second or third, on a case to case basis. There is no personal emotional attachments meaning there is no considerations whether these parties are going to be at the losing end or could get hurt as long as the 'user's' expectations, drives, and personal gain are met.Con artists are example of this person. Hidden ulterior motives are kept until it's time to move on to the next host.
On the other hand, while it is an objective reality that we all need one another to collaborate towards a better good, each of the parties involved in this gain towards meeting an end.

people use other people to gain power and control over someones vulnerabilit that has been going on through out the ages. when you feel used from someone you often toughen up and the cycle begins again.

True we benefit from each other if we;re open about our ground rules and boundaries.

To me a user is some one who is dishonest and manipulates others to full their own need or want, or to enforce their will on another.

Yes. You are right we all do 'use' ppl...that is one of the definition of being a human being.But it becomes wrong when you lead the other person on.

They just take advantage of the person, exploit and extract whatever they can, and leave. There isn't much in way of mutual sharing.
