Wonka is right. Apart from using a slightly different polymer mix, the line is grounded in some way in order too prevent buildup of static electricity wich can cause an open spark, thus igniting fuel vapors in the air.

Usually a conductor in the polymer, of the anti static line.
It's grounded to prevent explosions.
