bears, bats, and gophers hibernate in the winter. Animals don't actually hibernate in summer though some do to survive heat and drought and that is called aestivation. Those animals would be roman snails and the African lung fish.

While it is awful. By and large: No. It is not considered abuse in the eyes of the law. The small dog is required to have shelter in harsh climates- winter. But other than that, there is no law against keeping dogs in a garage or keeping them tethered. They must be getting food and water at some point, or by now they would be looking deathly and malnourished instead of "rough and aggressive". That is not to say that what these people are doing is right. Just that you will probably not have any help from local authorities.

As far as I know I don't think any animals hibernate in Summer, but as far as the animals in winter goes, there are bears, rodents reptiles, amphibians
