I have a huge ice cicle foraming below my horizontal furnace vent. Is this normal?

It's not unheard of, that's for sure!
The exhaust on a direct vent furnace has a lot of moisture in it. If the vent is pitched right, most of this stays inside and runs down the pipe to the trap and drain at the bottom. Sometimes there is a condensate pump there if it can't be drained directly to a waste.
In an ideal situation, the temperature of the exhaust is low enough so most of the water condenses out before it gets outside. But if the run is short, there is less time for it to cool, and also, if the pipe is too small the velocity is higher and has more ability to "carry" the water vapor out.
The ice is seldom a problem, though...unless the exhaust is blocked by it and thats not likely because it is just too warm for ice to form in the pipe.
