Depends on what your significant other likes.. May it be roses, chocolate although they're common. Perhaps maybe a poem. Or a romantic dinner both of you'll never forget with candles at the table. I don't even know. But last year, Valentine's Day - got a new boyfriend... And we just kissed, it was memorable enough. Held hands. :)

I reckon for valentines gift rose are must, you can get one rose that represent she is the only one. With some chocolate would be nice and cheap.

I love it when my husband gets me a bag of those cinnamon heart candies, really inexpensive and they'll last a really long time. If you take time to wrap them nicely, she'll love it (if she's that kind of person).
You could also buy her a video or DVD of an 80's or 90's romantic comedy that she likes, you can usually get them for about 10$.
