Any information/fact you divulge to any High Court or The Supreme Court of India that is really of public interest & the Courts are satisfied with the authenticity of the given information/fact & such an information/fact affect larger group of the society the courts get this registered as PIL Petition. Mind you now Supreme Court of India has issued instruction to all the High Courts of India to take such petitions which are mentioned as PIL seriously as many such petitions are frivolous in nature just filed for the sake of getting publicity & without any real public interest involved in them. So whatever way you send your information to any of the said courts you should not be doing so that for the sake of publicity & it should really be of greater public interest.

No. Only, at court, through lawyer. You have to pay, prescribed court fee, also.
