I would advise the council that you are contacting your local paper and would like a name to pass onto them!
Check your council repair policy too.

Contact them and tell them that you are giving them notice to repair the boiler by a certain date failure to to do it and you will have your own contractor to do the job and send them the bill. I think I am right that a land lord has a legal obligation to provide heating. I used to work for a land lord with several properties and a stock of portable gas heaters in case of break down until repairs could be carried out.

By a Halygen heater for about ten quid. They can't spring heating engineers from thin air. Contractors are particularly bust at this time of year. We had a new system in Dec and were put on priority list but even then it took two weeks for them to start work and that's private property costing 4k and gas board

You can ask the council to supply you with some heating appliances until the boiler is fixed. They are your landlords and they are responsible for this.

Contact your local radio station too and give the council bad publicity, that's terrible in this freezing weather.

First of all, contact the council again and tell them you seek satisfaction and IF you don't get it, you will be talking to your local MP. Your MP is there for you, they are VERY approachable and they will intervene for you. Your MP wants you to vote for them next time and so they will do all they can for you.
Put a letter in writing or email your MP and believe me the council will crap themselves once they know they are involved.
