There is no concept of a private bill introduction in the Indian Legislation

Any bill which is to be introduced in the Parliament, has to be introduced in the Lok Sabha - Lower House of the Parliament by the Ruling Party in Power

Such Bills are debated, sometimes amended, sometimes referred to the Parliment Committes for review and ultimately after passing by Lok Sabha, send to Rajya Sabha - the Upper House for discussion and its subsequent approval by Raja Sabha

After its approval by the Rajya sabha, send to the President for his assesnt after which it goes on the satatue book as an Act

It is introduced by any member of parliament other than a minister.
It reflects the stand of opposition party on public matter.
It has lesser chance to be approved by the parliament.
Its rejection by the House has no implication on the parliamentary confidence in the government or its resignation.
Its introduction in the House requires one month's notice.
Its drafting is the responsibility of the member concerned.

No ,right now there is no such provision for a common man to do it online.

Executive: President is the formally the head of state and executive But, in reality it is the prime minister. President appoints the prime minister and can dimiss gim. But, it has never done. President is the leader of majority party in Lok Sabha, lower assembly, elected by electoral collage, composed of the members of the two houses, Lok Sabha and Rojha Sabha and members of legislative assamblies. President is elected for 5 years
•Legislative: similar with British legislation. But, India legislation is based on Republic and Federalism
1.Lok Sabha : it composed 543 ( SMDP) + 2 from Anglo-Indian community if non has been elected for 5 years term
2.Rojha Sabha : it is composed by Council of States like USA. It is composed by 250 members of state legislation. 12 members of 250 is appointed by president. Seats are distributed according to population of regions. Bills must be passed by two houses. Lok Sabha is more powerful. Rojha Sabha can only recommend changes, cannot reject or delay

Any thing can be preferred in the Parliament thro' Members. It is utter waste as your innovative ideas will not be encouraged by our aged politicians.
