Not naturally. But there are hormone injections that can help. Do you know why you (or whoever) are not ovulating? and how was that diagnosed (as in how do they know you are not ovulating?)

I think the bigger question is: are you sure you're not ovulating? A lot of women think they don't ovulate because their cycles/ovluation dates are irregular. So, if you haven't been told professionally by a doctor, there still could be a chance that you ovulate. (In order to figure out when you do, use BBT Charting, Cervical Mucous, and Ovulation Predictor Kits.)
Otherwise, no, it's not possible to get pregnant if you don't ovulate--after all, you need an egg and a sperm to get pregnant. Speak with a doctor about fertility drugs.
Good luck!

It is posible but VERY rare. The sperm just has to meet the egg, and that can happen anywhere, and any time.
If you have gone through menopause the chances are almost nil, and it cant happen if you are not developed. But if you are inbetween then the chance is about 1 in 100,000,000. Almost never, but can happen.
