Read, read, read. Get Dov Simens book on the three day film school and Lloyd Kaufman's "Make Your Own Damn Movie".
And most important----Script is king. People will forgive some bad acting, bad lighting, etc, but they will not forgive a crappy script.

Buy or rent a good digital camera and edit it yourself on the computer, then you have total control. I have done it and it wasn't as difficult as I thought, it can also make a good presentation package to attract producers, and all the other people that work on movies, it is a whole industry and there are loads of people involved, but it doesn't really need to take so much money, as long as your story line is interesting and your camera work, and the actors are competent

i thought you said you were ready to shoot it...
sounds like all you have is a dream.
debute films either need a director or you better have a lot of money.
and no one famous will act in it unless they know of you or directly.
