Google AdWords is the best bang for your buck because it's targeted (your ad appears when people search Google for the terms you specify), you only pay when the person clicks on your ad (not just when they see it), and you set the budget (you say how much you'll pay for each click, which determines the placement of your ad, and you can set a maximum dollar amount you'll expend in a day or month or whatever).
Depending on the nature of your business, flyers, signs (held by people on the side of the road), or Pennysaver ads might be effective.
There was an article on law.com about how Yellow Pages advertisements are a huge waste of marketing money and how that money can be used much more effectively on internet advertising since people don't really use the print Yellow Pages anymore. The article was targeted toward law firms, but depending on your targeted clientele, that may also be true for you.
Word of mouth is the least expensive and possibly most effective form of advertising, so encourage your clients to tell their friends or colleagues about your business if they're happy with your product or service.

I run a small marketing company for farm and ranch businesses. I ALWAYS have business cards on hand, and I leave them just about everywhere. I also had some inexpensive magnetic signs made for my truck ($30 for the pair from postersigns.com) and I make sure they're on there whenever I go to a stock show or auction or even the feed store. I try to always park on the driver's side of the most expensive looking rig in the lot too, and you'd be amazed at how many jobs I've picked up from that little trick, heh.
The best advertisement, however, is word of mouth. Take care of your clients, and they'll send you business.

Best thing is to set up your business on it, it's free, add articles about the things you do, then invite customers to the community..
