The clothes imply its a boy.
But the genital area seems to be that of a girls.

For adults, its a mannish kind of girl, tomboy maybe. For kids, still a boy. I doubt those little 5 year olds will be so smart as to check if Pooh's got a little d**kie

They call Pooh ‘he’, but that might just be a pronoun of convenience. The antecedent is disputable.

He's a boy, in the same way that Donald Duck is a boy. (Have you noticed that when Donald gets out of the shower he puts a towel around his waist?) They both don't wear pants but, they're cartoon characters!!
