Seems like your PC has an Onboard Graphic Card. And you use that graphic card to play the game.

Generally the onboard graphics use the CPU a lot. So if you dont want to see 95-100% CPU Usage buy a Decent Graphic Card.

Seeing 95-100% CPU Usage is normal when you are playing games.

Uncless you find your system is freezing after 10-20 minues of games you can safley use your computer.

I think it is normal. Whenever i m playing on9 game or converting videos, my cpu usage become 100% immediately. I already using my pc to play games and do video stuffs for 2 years and my pc still in good condition. So, i think it is normal to have 95% - 100% cpu usage. Don't worry so much.

You refered to desktop window manager flashing up, that would seem to imply you are running Windows Vista (since in preious versions of windows it is refered to as desktop composting engine) if that is the case your laptop may be a little underpowered. vista requires at least 512mb ram for basic without the desktop window manager (ie Aero) running. if your video card is made into the mother board (integrated) then that is anothetr chunk of memory that is taken up. windows uses a "pagefile". meaning it uses part of your hard drive as ram. that constant reading and writing could be why your single core celeron processor is always at 100%. the answer to your problem is to increace your memory (ram) which will reduce the amount of information windows needs to save to the hard drive. also you should manually decreace the size of your pagefile.
