you can format the disk which has no windows on it. If you are using xp then go to
control panel > Administrative tools > Computer management > Disk management
In the right panel you will see both the hard disks. You can right click on each partition to view the menu to delete partition, create new partition, create new logical drive, format the partition etc etc

The safest way to do that would be open up your cabinet and physically disconnect one of the hard-drives (the one which you do not wish to format). Then you can use a boot disk to boot into DOS and format the other drive. This can be done provided the partition space is not shared.

dude u cannot format the HDD if u have windows on it. to format the drive with windows or anyother operating system on it u need to format it completely by gettin a fresh OS installed on ur pc.
Get a bootable WINDOWS cd and start the installation and thr u will get an option to format the hard disk

If that doesn't work, create a boot disk and at the prompt, type "format c:" or "format d:"
