There are a number of reasons depending on the situation. In most situations, beleive it or not, it's because she's scared, or nervous. Important things can SOMETIMES turn a person away from the situation. Even if it's not a bad thing, but to help them. Why? just a form of social anxiety. Sometimes, girls especially, overthink things. They get so worked up in the "what ifs", they can convince themselves that what they think is going on, is actually happening. My advice would be to try and find a different way of contacting her. If you have to borrow someone else's computer to e-mail her, or hey, there's no harm in WRITING a letter. Sometimes it's easier reading something, than hearing it over the phone.

First, have you done anything to really piss her off? Such as cheating on her, lying, etc.? If so, you're really outta luck. If it is really important, get someone else to call her for you. Also, if "this dude" is hacking her computer, how do you know? And if he is hacking your phone, then instead of worrying about a girl who doesn't care about you apparently's safety, maybe you should worry about your own.
