University of Texas at Austin.
Because I went there of course. Just joking, you need to consider a lot of factors like where you want to work, the cost of the school, the area (local industry and culture), etc. The top publics are typically much cheaper and you don't have as many rich morons without talent just looking for a name. You can buy your way into places like Carnegie Mellon and Stanford, so I don't regard most of the privates too highly. I've previously worked in the physics department of Stanford and took some graduate classes there; My dealings with Physics, E.E. and C.S. students there finds there are a few exceptional students, but it's mainly dumbasses without much talent willing to lie, cheat and backstab at all costs to cover up their lack of talent and motivation. Most of those people need the name because they are useless.
Also, schools like Georgia Tech and University of Illinois Urbana-Champaign are worth looking into.

Depends on what type of engineering you want to go into. Overall, CalTech or MIT, hands down.
