Can anyone change the IMEI no of a mobile phone by any means!?

No...Since its a hardware number...put in by the manufacturer.

The IMEI number cannot be changed. It is the equipment identifier for that specific handset. It is almost exactly like the VIN (Vehicle Identification Number) on a car. It is not an internal code like a lock code.
If you are wanting to unlock a phone for use with any system, that is a completely different situation.

you can change IMEI number of mobile phone by changing some chips on it, where the IMEI number was recorded.
