You can use photo story 3 from Microsoft, Its free. When you have loaded in all your photos the program puts it in video format, which you can then upload to You Tube..

You have to make it on Windows Movie Maker first. Go to Start > Programs > Accessories > Windows Movie Maker (by the bottom)
Import the pictures you want to use and drag them to the first blue area on the bottom. You can go to your options (Tools > Options > Advanced tab) to change the duration of how long you want the pictures to show. On the left, you have options to add effects and/or transitions.
Then save it into a movie file (File > Save Movie File) and upload to YouTube! :)
