Y do U want to propose a friend. if you have a answer for this question, then go to her and speak to her about your thoughts and let her feel your feelings. And before you start your conversation make it clear that what you require is her guidance so that she is well aware that a friend is speaking to her rather than a boy proposing.

If she is a real good friend, she will not mind even if you propose her and she dont like... as she will understand your feelings.
say it honestly, in a very simple manner and even if she says NO, be ready to accept it open heartedly.
before proposing her, you can very well mention that "whatever iam going to say you,,, iam not sure of your answer to it but assume that it will not afftect our frendship.".
Iam giving you this feedback based on my personal experience as female.. where in my best friend proposed me. Even though the response to his proposal was NO, but we still the best of the friends.
We still share each and every happy or sad moments and now even we have become family frinds too. its been 6 yrs that my friend proposed me .. and today we both have our own family life , life partners, kids too ... but still very good, honest, and pure friendship we share.
Even our life partners knows about our frindship and the proposal story.. and they do respect our relationship.

well , if she is your best friend u can try out my trick. On 14th ,feb close your eyes and listen to what your heart say , if your heart says to propose her just go and do it. the much u will fear the much u will be late to get your love. and bet if she likes u she will say "YES".

Keep talking to her. Eventually, the subject will come up. You don't have to get her to be a girlfriend to do stuff with her. Just do it with her and then talk later.

Lok for signs to make sure she has the same feelings, because if you try and she says no, then your friendship will become weired.

Yaar,simple se aur ligical bat hai.ja aur jake use bol de tum meri bahut acchhi friend ho tumhari meri life main bahut importance hain, main bhi tumhara bahut acchha friend hu meri bhi tumhari life main bahut importance hai,lekin tum meri life main itni important ho ki utna important main bhi tumhare liye nahi hu.kya tum meri friend se jyada kuch banna pasand karogi.
Lekin use jyada press mat karna kahi love ke chakkar main friendship bhi kho do.
main aisa isliye samjha rahi hu kyunki maine aas-pass kai logo ko love me friendship ko khote hue aur unhe dhukhi hote hue dekha hai aur main nahi chahti ki is duniya main koi bhi dhukhi ho.
