The Internet Cache Protocol (ICP) is a protocol used for coordinating web caches. Its purpose is to find out the most appropriate location to retrieve a requested object from in the situation where multiple caches are in use at a single site. The goal is to use the caches as efficiently as possible, and to minimize the number of remote requests to the originating server.
Hierarchically, a queried cache can either be a parent, a child, a sibling.
Parents usually sit closer to the internet connection than the child. If a child cache cannot find an object, the query will be sent to the parent cache, which will fetch, cache, and pass on the request. While a parent server will resolve cache misses, a sibling will not. Siblings are caches of equal hierarchical status, whose purpose is to distribute the load amongst the siblings.
When a request comes into one cache in a cluster of siblings, ICP is used to query adjacent caches for the object being requested. If the adjacent cache has the object, it will be transferred from the adjacent cache, instead of being queried from the original server. This is often called a "near miss"--the object was not found in the cache (a "miss") but it was loaded from a nearby cache, instead of from a remote server.
The ICP protocol was designed to be lightweight in order to minimize round-trip time between caches. It is intended for unreliable but quick connections, using short time-outs before a cache starts to retrieve an object on its own. UDP is commonly used as delivery protocol

It's actually Internet Cache Protocol. The website I found defined it thusly : "ICP is a Web caching protocol used to exchange hints about the existence of URLs in neighbor caches. Caches exchange ICP queries and replies to gather information to use in selecting the most appropriate location from which to retrieve an object."

ICP-MS is an acronym for Inductively Coupled Plasma - Mass Spectrometry: a fast, precise, accurate, and extremely sensitive multielement analytical technique for the determination of trace elements in a variety of liquid and solid sample materials. Chemical analysis with an inductively coupled plasma (a state of the matter containing electrons and ionized atoms) is based on the principles of vaporization, dissociation, and ionization of chemical elements when introduced into the hot plasma. These ions can be then separated according to their mass/charge ratios by a high resolution magnetic sector mass analyzer and detected, multiplied, and counted using fast digital electronics.
ICP-MS was first developed in the early 80's and now is increasingly becoming the analytical tool of choice over such techniques as Atomic Absorption Spectrometry (AAS), ICP-Atomic Emission Spectrometry (ICP-AES) and Neutron Activation Analysis (NAA). ICP-MS is a successful, state-of-the-art hybrid of the two classical analytical techniques: ICP and MS. It surpasses most heavy metals detection techniques that are commercially available in terms of:
sensitivity
speed of analysis
versatility
simplicity of operation
The ICP-MS Laboratory at the Graduate School of Oceanography was established in 1995 through the join funding of the Oceanic Science Division of the National Science Foundation and the University of Rhode Island. It is a shared-user analytical facility to support multidisciplinary research purposes in the field of: mantle geochemistry, geology, marine and atmospheric chemistry, volcanology, and environmental science primarily at the University of Rhode Island.
Also, the ICP-MS Laboratory at the Graduate School of Oceanography was established to serve as a regional analytical center accessible to researchers from the neighboring New England Universities, promote awareness and application of ICP-MS technique, and provide a training ground in this advanced technology for the scientific community of New England.
