Absolutely. India was one of the few non-nuclear nations that did not sign the Nuclear Non-proliferation Treaty. Therefore it got no help (ha ha) developing its nuclear power. As a result, it got a nuclear bomb WITHOUT violating any international treaties. (People just do not understand why IRAN is different. It did violate the treaty.) However, the electrical generation plants that India developed are about the same quality as Chernobyl. By signing the treaty, it will get help building safer, more reliable power plants, which it desperately needs.

First, you have to understand the geopolitics. India has more than 60 years of nuclear power generation experience and in certain areas it has even superior capability. India is not at all bothererd about the benefite of this treaty. This is only an excuse for the neocons and US senators to visit India and hold high level meetings to formulate international strategies.
Few billions will be transfered to some accounts, but that is their consultancy fee.
