No other budget of the country e.g. defence, Education budget are passed separately each year. Its only the railway budget which is passed separately. Why is it so?

Railway alone have a sizable scope for Revenue Income and Expenditure. They generate the income through their commercial activities. Although other Ministries also generate income, it is generated mainly through taxes, licenses, etc. Commercial establishments like Doordarshan, All India Radio, Telecom have lost their character as part of the Govt. deptt. and are corporatised. Even when they were Govt. deptts., their income generation was small, compared to the Railways. Hence, the separate budget for Railways.

Railway budget is prepared separately as Indian Railways was a major earning department for the Central Govt in past. But now, with the emergence of other high earning sectors like Energy etc, there is no further need for a separate Railway Budget, but it's continuing as a tradition.

Because of its scale, it is the largest rail network in the world and its revenue/expenses/resource consumption/common man contact is so high that it requires a separate budget.

Becasue railway is business. Other is samaj sewa.
