I not too good with makeup tips but I do know that when you excercise, fat from the face is usually lost first. If you don't want to excercise, then maybe you can try a sauna (I'm assuming you want the effect for a photoshoot?) Significiant water loss with show in the face. My last piece of information is perhaps a post-shoot editing software esp. if you're are producing a picture for professional use. I use photoshop cs2 and can literally make any effect to faces just like the Dove Evolution commercial (search it on youtube if you don't know what i mean).
So if it's to slim down your face in general, moderate excercise should suffice.
If it's for a photoshoot, a few hours in a sauna.
It it's for professional copies, docter the photo with editing software.

Don't look full on to the camera. Slightly tilt your head to one side to see more jaw line on one side of your face. This gives me a slimmer face when I take pictures b/c I have a rounded face.

Seriously, the best way...the angle. You take a photo at an upward angle and your face...poof...much thinner.

Tilt your head slightly down and to the side.
Open your mouth slightly.
Stand slightly on an angle to the camera.
Try different hairstyles.
