Start by blotting as much as you can out of the fabric, if the paint is still wet. If it is dry, see if you can chip any off.
If it is an oil based paint, you can use paint thinner to dissolve the paint, then you will have to treat a grease spot with Shout or whatever.
If it is a latex paint, you will use laundry soap, dishsoap, bar soap, or shampoo to dissolve the paint.
Either way, you may get all the paint particles out of the fabric, and still have a stain from the color of the paint. At that point you can try bleach or peroxide, or shout, etc. to get the stain out.
Don't try to dry it if you see progress but not completely removed because drying will set the stain and it will never come out. Just keep trying whatever got you this far, until it is gone.
Last thing is don't mix too many harsh chemicals unless you know they are safe to combine, rinse well before you try each thing...and know when to stop trying, just chalk it up to a learning experience.

If it's latex paint get some Crud Cutter from Home Depot. It will dissolve the paint, then launder as usual.

You get rid of clothes by throwing them away. Garbage cans work well for this. Weird question.
