Because English people care to report it - if the police in the USA took all burglary complaints seriously then you would have some competition...

In any major city in the USA - you cannot report a petty theft with any amount of success... the police have even been known to laugh at people who try.

I'd also wager that you guys over in the motherland are starting to get the same negative media blitz that we have been experiencing in the states for some time... the Blair/Bush/Fox propaganda machine...

Ask yourself - is there an increasing number of negative news stories on the TV with a few prescription commercials for sleeplessness and headache relief thrown in?

There aren't a lot of Handguns lying around in dresser drawers to scare the would be burglar.
In the US we shoot a couple of crooks every month and the weak hearted stay home. In England anybody with a crowbar or large screwdriver can break into your home and get your stuff and what are you going to do about it?
We shoot each other a lot too, but HEY, you gotta have a trade somewhere.

Because we're too cuddly-wuddly, hoody-hugging, politically correct, nanny-state WIMPISH.
If a burglar breaks a window of your house and reaches through to unfasten the window-lock, but instead finds that he has cut himself on a carving knife you happened to have left on the window-sill, HE can sue YOU! True, ask your local community officer (who is not a *real* cop, because those guys cost more money).
In the US you may get blown away if you're a burglar and the guy who pulls the trigger MIGHT get a slap on the wrist.
In South Africa, if you shoot a skellem, when you call the police to report it, they ask you how long it will take you to drag the dead body into your wife or daughter's bedroom and put a lethal weapon into the corpse's hand, if there isn't one in it already.

because there is no real deterrents out there to deter young people or old come to that the law is crap and it is at a stage now offenders have it easier in custody than they do out side so the chance to score for a few quid isn't a problem even if the worst comes to the worst they are going to be better off do you agree my book about growing up in the Judaical system 'you little bastard' should be like that today may frighten a few of them Dave Guest http://www.lulu.com/content/454006

Probably the amount of drug addicts as well as the lack of punishment. There is very little deterrent for crimes like this.
