For me, any gift from the heart is wonderful. Something I wanted on my birthday or Christmas, a single rose, live plant and card, or even a pound shop stuffed animal will suffice.
Shirts and ties also work, at least for me. Or a favourite team shirt.
I hope these ideas help a bit!

A card is a good place to start indeed. Better yet, make one for him - last year, I drew him a card with a caricature me holding a flower for him and he still has it.

Depending how long you have been together is also a major factor. If it's a recent relationship (i.e. Your First Valentines together), then a small token like a teddy bear might work. Or a photoframe with pictures of the both of you together inside. It would also make it special if you personalised the frame with ribbon, glitter, stickers etc in the theme of the day.

At the end of the day, just letting him know you love him is the most important idea. Maybe all you need to do is to cook him dinner, give him a flower (it works the other way round too) and cuddle up to a DVD. Nothing like a romantic night in. :-)

Well this is my first Valentines day with my boyfriend. I have only got him a tie with hearts on and a small keyring teddy with I love you on it. I know it seems very little but he says he doesn't need a special day to show he loves me or indeed that i love him, so its just a small token present. I better get a card or there will be trouble !!!!!!!!!!!

Get him a track day voucher for the nearest racetrack. Ok not exactly cheap but bet he will love you for it. Or go go karting together but make sure you let him win. Most guys love racing in anything with four wheels
