I watched it ages ago as a kid...two guys, one blond one dark hair sort of anime thing. I think one of them had a chip??? in his arm? hand which made him go haywire once in a while and had a twin sister who was an assassin? sniper? genetically enhenced ...Ah...I'm just remembering odd bits...like a speed bat which goes out of control and one of the guys falling into water.

i was thinking beavis & butt head till i got to the sniper part.
try retro junk, if you remember what channel it came on look at like the air times or whatever.
like if it came on cartoon network in 95-97 the try looking for air times that it could have played in, i hope im making sense.

i think that's NARUTO. the one with blonde hair is naruto and the one with dark hair is sasuke. the dude who was eatin chips was chouji!!! i watch t.v too much lol
