If you are using windows xp there are 2 places from which windows can start an application or program.
Check if there are any links to a webpage in start up.
Next click start > run and type msconfig and press enter.
Go to the start up tab and see if there are any links that are starting the page you are getting.
Just uncheck and your done.

If you are running windows, click start > run and type msconfig
Click the startup tab and uncheck the program you dont want to start up. click ok and then restart
