I guess it means that although you can break a man down, you can't break his spirit.

im not sure if it refers to man as in males or 'man' as humans. but it means that a 'man' never gives up. He will die trying but will not give up.
If you are Indian, the hindi equivalent of this phrase is....rassi jal gayi, par bal nahi haya.

Oh and yes these are usually NOT reffered in a positive way.
