Actually, you can use flour--I think that flour works better than the cornstarch--it is less gritty and the balloon will last longer. You can also use cornstarch, actually you could probably use baking soda if you had to. (it would be a little more gritty and wear down the inside of the balloon quicker) You can get creative and use whatever you have in the kitchen.

You just use a funnel to get the powder into the balloon.

Materials Needed:

Small Balloon
Cornstarch
Funnel

Instructions:
It is easiest to make this stress ball with two people so you have more hands!
Blow up the balloon but do not tie it, pinch the top of the balloon an inch or 2 from the hole. The other person should place the funnel inside the opening of the balloon and pour cornstarch into the funnel. The person holding the balloon can slowly let go of the top so the cornstarch can slide in the balloon. You might have to tap the funnel or stir the cornstarch occasionally to keep the corn starch moving. Continue adding cornstarch to the funnel until you get the desired size. You will want it to fit comfortably in a hand, and the balloon should feel tight with out stretching the balloon too much. When you are done, tie the balloon. You can decorate with stickers if you like!
