Well, this really depends.
If you were on the phone or on some instant messenger, he may have just been trying to flirt with you in some way, but masturbation does sound likely.
you may have just excited him to the point where he needed to get that feeling, but really i cant say for sure, so if you really need to know, ask him, but i would advise caution since it is a sensitive topic.
