My front right marker lens is cracked, but there is no white light seen when the lights are on. Would my car still pass inspection?

I'm having some problems with the defrost/heater in the car. There is a slider that lets you either let fresh air from outside in, or you can set it the other way to circulate the air inside the car.

I had it set to circulate inside for about 5 years straight. About the 3rd year after I had started the car one day, smoke or steam came rolling out the defrost vents. And now, if I turn the heater on to vent, where it comes out of the front of the dashboard, heat comes out, but it smells stale. I do also smoke in my car, so i'm wondering if that has anything to do with the smoke coming out the defrost vent? Since I set it to let fresh air in, I havent seen anymore smoke. But because of the stale smell, I was told to ask my mechanic to replace the "cabin filter". Can anyone provide me some more info?

The side marker light doubles also as a reflector so when other headlights shine on it, it shines back.

As for the stale smell, I would think the heater core is either leaking or the hoses are that are connected to it. Maybe you just need to tighten the clamps...to stop coolant leakage.

That is my evaluation from what you have told me.

it may have a filter but the most likely problem is mold in the ac and it has to be pulled apart and fixed, and yes the heater core could be bad but it would smell like anti freeze.
