The air around us does have mass, that is why we feel the effect of moving air in a wind. You are getting sprayed because the moving air is forcing your pee in the direction that it is travelling. For effect, and understanding, turn your back to the wind, so that the wind is blowing against your back, and then pee. I believe that you will find that you do not get sprayed.

Solution - pee downwind. Try it, it works. Just make sure no-one's standing downwind at the time.
