If she likes music, try doing a music theme. Pick her favorite bands and base it on them.

For food, since shes a vegitarian, make small vegan snacks, but have a tray for her friends, with some lunchmeats on them, and cheese. Don't forget crackers. Everyone loves crackers.

hope this helped a bit, or at least got the ball rolling in your mind for an idea.

i dont know much about girl parties...lol

but id say theres nothing more fun then a party at the beach..if you have one close, or at a park..depending on the age should depend on what spot in the park you pick, either way if there are guys there footballs always usful in big open feilds, frisbie is a fun game for everone, squirt guns, water ballons, simple hot dogs hamburgers and vegie burgers should do and of course salad crackers and other small snacks. balloons ribbon and crafts usually pretty cheap.

i would say make it a music theme, find out the different bands the girls like, go online find random pictures and famouse song lyric quotes from her favorite bands and post them all over the back side of a roll of wrapping paper just long enough to put on the picnic table top. this might take a lil effort but im sure it would be unique and very special...not to mention inexpensive.

if the park thing doesnt work out you can try to check around appartment complexes some of them will let you rent out the pool area for parties...but i dont know what costs come with that.

i hope that is a few more ideas for you..have a great party

Perhaps you could have a traveling party. Start at your place to drop off presents and have some pizza and salad. Then after an hour everyone crams into cars and goes to the next house or the park for volleyball, outdoor games. Then off to a third house for cake, ice cream and suprise home video or movie.
