We lock people up for completely stupid things, like being addicted to drugs, prostitution, etc. There are so many people in prison that could better be served by a treatment program/rehab. It'd be cheaper, too, but states make a ton of money with the prisons.
Don't even get me started on weed. I don't do drugs, but I think it a complete waste of money to control that substance. It's not harmful or addictive, but they throw people in jail for selling it every day. If drugs were legalized, we'd probably lose half the inmates.

Because all the lazy butts want free meals and cozy homes. If the chain gangs where put back and they didn't get to sit and watch TV eat good and buff up people wouldn't commit so many crimes so they could go back

actual Canada has the main variety and their prisons residing house plenty much less. the difficulty is usa has made a company out of locking human beings up and throwing away the biggest.
