If there is any likelyhood of trouble, but one proceeds to make such arrangements anyway, that one is guilty of instigation by neglect.

I see what you mean about instigating a riot. Yes I believe this many times can be the result. Some prone more than others to not get along and perhaps leaders know this.

It all happens because Police force is put under politicians.They will use excessive force or not at all depending upon views of existing Govt.. If police are made to report to impartial Professional Committee such behaviour could be eliminated

I do not believe in police bashing when the groups of people are mad and go berserk, at the slightest provocation.
