I think that employers do value military employment. I have been given a job without an interview just because of my military experience. Although it is a tough path, it gives you a lot of educational opportunities, especially since it pays 100% tuition and the GI Bill, (a monthly stipend of 200-1000). Employers know you can work hard, you can handle stress, and you have leadership experience. I often use my military experience to set my self apart from other candidates. So to answer your question, it has to do with the individual's desire to take advantage of opportunites.

The military isn't a great way to get your foot up, that's why. It's something that recruiters try to convince people. It only really gives you an edge if you are going for a federal job, that's about it!
